I made my own stir bar originally Joe, a nail cut down to size and rounded on 
each end then surrounded with heat shrink tubing such as electricians use to 
cover soldered joints.  It worked OK, but I didn't trust the heat shrink to 
remain totally water proof around the nail over time so I bought some proper 
stir bars.

  If using DC on the electrodes and don't want to oversaturate areas of
water or leave a mirror on the bottom...yes.
If using polarity switching..works pretty good without stirring if  most of
the water is near electrode surfaces, but a stirrer still does nice things.

Periodic Ion directional change does do some stirring, not much but
generally enough and natural convection and Brownian motion contributes
some...but you still want ALL the water to get between the electrodes
eventually.

...could just poke a stick in there and give it a twirl now and then.

I use a tall "brewing" vessel. No stirring. The EIS drifts downwards off the 
electrode, fresh 
water is continually introduced to the electrodes by density exchange.

I have used an aquarium water pump for circulation for years. They are 
all plastic so no contamination.  Something like

I like thermal stirrers best. They are cheap to buy, easy to build, and
easy to mimic with existing heat sources, so you have lots of options
taking that route. I also find it an additional benefit that the gentle
warmth of a thermal stirrer maintains and/or quickens production;
especially during the winter months when the house is much cooler. I have
several silverpuppy devices running on three different types of thermal
stirrers, and they all run great.
