That was my thoughts too. The poster never got back to us and said its
a laptop ide drive in a laptop usb case or not. I assumed it was, but
it might of been a desktop drive + case.

Trying to work through options in an ordered mannor.
The power issue next.
I took out the windows cd to try and find instructions to test the power 
issue.

So I tried both the usb connectors on the cable into two usb ports. 
(hence double the power)

When I've seen that it has turned out to be either a USB cable problem
or the cable between the motherboard and the USB port.

See if you can find the manufacturer and do a google on that.

I had the misfortune to get a genentech usb-ide bridge that
didn't work with some older linux kernels, but had blacklist
workarounds in later ones.  Also it didn't work in win xp until
sp2.

Sounds like this could be a power issue. If the external device has a 
plug-pack option, try this with the laptop. Alternately, if you have 
another low power device (such as a USB key) try that, it should be the 
same procedure exactly. Alternately your kernel might be having trouble 
with the USB host adapter in general or you have mismatched USB 1.0 / 2.0 
etc. My bet is still power though :-(

enclosure or something else.
once it gets that right you need to partition it before you format it.
cfdisk is probably most useful.
does cfdisk /dev/sda help at all?

As pointed out, looks like dead disk. Try on another machine. I
suspect it too will complain. Was this a case + drive you fitted, or a
complete unit like those maxtor external drives.

the 2.6 kernel has some removable drive stuff broken if you ask me.
have you tried mucking around with different drivers for your usb 
chipset? usb-storage is all you get with usb-removable drives. I reckon 
firewire support which works pretty much the same is badly broken in 2.6 
so I stick to 2.4. You won't be able to get 2.4 to work nicely with 
Ubuntu (tho I am sure someone here might be able to help). maybe try 
debian testing on that laptop - you get debian anyway, just a bit more 
headache making it work.

I don't believe you've stated what type of usb external case.. is this
a laptop ide usb case? ie. bus powered unit?

If so its possible the laptop usb ports can't power it. You might need
to also plug in the other cable that draws current from ps2 port.

It might be the lack of power to the drive causing it not to spin up,
and thus been seen as offline.

What kernel are you running?  There were some USB bugs preventing
disk-like devices from working reliably that were fixed in late
2.6.11.  Try 2.6.12-rc2 and see if you still have a problem.
