what can be used to provide 'parental-control' to an intranet, that is, to
control what sites can be accessed by intranet users ?

Squid proxy springs to mind.  Run it somewhere so that all http requests
get redirected to it then set up the proxy ACLs to do what you want.

how about using parents,
you know, those things that changed your nappy for you whiped your bum, 
keep you from getting into things you shouldn't, taught you all about 
the birds and the bees,
told you never to talk to strangers, etc etc,
parents are the best parental controls the internet can have.
software did not do any of the above mentioned tasks.
nore will it in our life times.

Shaun, excellent idea.
only problem, I'm talking about 'parental control' for employess of a
small organization, not sure if MD will agree to your idea, as sound as I
think it is, ;>)

My only suggestion would be to treat employees like adults, and if they
abuse their employer's trust to the point where they become a liability,
remove them.

I've come to that conclusion after having played the internet access arms
race game against a group of people.  The amount of resources wasted as a
result of trying to play catch-up against someone who wants to get around
your blocks is really just not worth it, all things considered.

Now, if what you want is to protect employees from the big bad world of the
Internet, you're really going to want to do a number of things.  A Squid
proxy banning certain content types is a decent start, replacing IE with
Firefox, getting a good e-mail server virus scanner, whacking in a nice
restrictive firewall, and so on.  A good risk assessment is useful for
working out exactly what needs to be done.
