CALL FOR PROPOSALS

Introduction

re:place 2007, the Second International Conference on the Histories 
of Media, Art, Science and Technology, will take place in Berlin from 
15 - 18 November 2007 as a project of Kulturprojekte Berlin GmbH in 
cooperation with Haus der Kulturen der Welt. This conference is a 
sequel to 'Refresh!', the first in this series, chaired by Oliver 
Grau and produced by the Database of Virtual Art, Leonardo, and Banff 
New Media Institute, and held at the Banff Center in Canada in 
September 2005, which brought together several hundred artists, 
scientists, researchers, curators and theoreticians of different 
disciplines.


re:place 2007 will be an international forum for the presentation and 
the discussion of exemplary approaches to the rapport between art, 
media, science and technology. With the title, 're:place', we propose 
a thematic focus on locatedness and the migration of knowledge and 
knowledge production in the interdisciplinary contexts of art, 
historiography, science and technology.


The re:place 2007 conference will be devoted to examining the 
manifold connections between art, science and technology, connections 
which have come into view more sharply through the growing attention 
to media art and its histories over the past years. It will address 
historical contexts and artistic explorations of new technologies as 
well as the historical and contemporary research into the mutual 
influences between artistic work, scientific research and 
technological developments. This research concerns such diverse 
fields as cybernetics, artificial intelligence, robotics, 
nano-technology, and bio-technology, as well as investigations in the 
humanities including art history, visual culture, musicology, 
comparative literature, media archaeology, media theory, science 
studies, and sociology.


Conference Programme

The conference programme will include competitively selected, 
peer-reviewed individual papers, panel presentations, poster 
sessions, as well as a small number of invited speakers. Several 
Keynote Lectures, by internationally renowned, outstanding 
theoreticians and artists, will deliberate on the central themes of 
the conference.


The conference will also include dedicated forum sessions for 
participants to engage in more open-ended discussion and debate on 
relevant issues and questions.



CALL FOR PROPOSALS

re:place 2007 welcomes contributions from established as well as from 
emerging researchers in diverse fields. The conference will be of 
interest to those working in, but not limited to, the following 
areas: art history and theory, literary studies, cultural studies, 
film and media studies, theatre, dance and performance studies, 
philosophy, history, gender studies, human-computer interaction, 
contemporary art, musicology, sound studies, anthropology, sociology, 
geography, science, technology and society studies, history of 
science, and history of technology.


We are especially keen on empirical, conceptual, and historical 
contributions that exemplify and expand the diverse methodological 
and thematic concerns of this extended interdisciplinary area. These 
might include contributions to:


- institutional histories of centers, sites, or events that have 
helped to concretize and engender the intersections between media, 
art, science and technology. Some broad areas could be: experimental 
arts spaces, collaborative research labs, significant exhibitions, 
etc.
- 'place studies' that highlight significant locations or situations 
where such interdisciplinary intersections or significant historical 
episodes have occurred. A few examples might be: 'Tesla in Budapest', 
'Flusser in Brazil', USSR in the 1920s, 'Japan between 1950s-1970s,' 
etc.
- historiographical issues, methods, and debates that pose critical 
questions in the formulation of the histories of the 'media arts'. 
These might include: archaeology, genealogy or variantology as 
methodological tools, bridging the divide between art and media 
history, sociologies of interactivity, etc.
- theoretical frameworks from various philosophical and disciplinary 
positions. Topics might include the exemplary role of film studies or 
musicology for the study of media arts, or the significance of 
cultural specificities and location in media and technologies, etc.
- the migration of knowledges and practices from different contexts, 
whether disciplinary, institutional, geographical or cultural. Topics 
might include: the role of migrant artists in the development of new 
discourses and practices; the movement and adoption of disciplinary 
ideas from science into art contexts or vice versa, etc.



SUBMISSIONS

A dedicated website and online paper submission system will be ready

Net.tv is a cross between a browser and a streaming media player 
designed to view the internet as it really is, code or more 
specifically markup, not a series of web pages designed under a print 
metaphor. It makes no attempt to interpret the code into an organised 
layout as do conventional browsers, instead it displays the code as an 
audio-visual stream of indeterminate length.


Why reduce the internet to an audio-visual stream? Simply to provoke 
thought around our use and consumption of different media, linear push 
media such as television and non-linear interactive pull media such as 
websites, which have been converging for sometime now. Net.tv's purpose 
is to highlight the way we as users continually construct self made 
narratives when we use the internet through choices based on an 
interact / react model. It does this by removing our ability to chose 
and act on those choices. Users enter a chosen url, click go and from 
there on the experience of 'surfing' is automated and dictated by a 
preprogrammed rule:

When we use a browser to surf the internet what we view and how we view 
it is controlled by the browser. It functions as a framing mechanism 
and for net.art this can be considered a problem or challenge depending 
on your point of view. The creation of a browser as a work of net.art 
allows an artist to not alone create an artwork but control how and 
under what conditions it will be viewed.


"After the first experiments with web sites, the browser rapidly became 
the unavoidable framework for Net art [sic] in the eyes of the artists. 
Webstalker, created by the London-based art group I/O/D and introduced 
in the first part of net.art, was the first 'art browser' to call into 
question the conventions of representation on the internet on a much 
more fundamental level than any work on the web was able to. After 
Webstalker, a whole series of art browsers appeared...they show 
precisely what 'normaly' browsers try to hide. Instead of Web sites 
with pretty designs, one sees what lies beneth the surface: the code 
the pages have been written in and the structure of the Web sites 
appearing on the screen as complex diagrams which most definitely have 
their own aesthetic appeal." (Baumgärtel, T. 2001)


By denying the user any possibility of interaction with or control over 
browsing content when using net.tv, the possibility to surf the 
internet, the user is in fact denied the status of user and becomes 
simply a spectator of a broadcast medium much like television. Web 
pages, net.art works themselves (including the artists own) become 
input, the equivalent of a signal for the browser, suppling a constant 
feed of content which controls the browser and the path it takes 
through the internet. Linking from page to page or site to site is no 
longer a controlled or chosen decision by the user. Instead the 
application decides constantly spiraling off onto new pages as soon as 
it finds a link.


Unlike most browsers which exist and are defined by the content they 
depict, their message, the internet as viewed / interpreted through 
net.tv is no longer a source of information. It is a browser which is 
viewed solely for its aesthetic form, an abstracted composition of 
sounds and images.

Windows 98 / Millennium Edition / NT 4.0 / 2000, or XP from the artists

Kemi kënaqësinë të shpallim krijimin e platformës së parë të
përherëshme të artit bashkëkohor në Shqipëri: Instituti i Artit
Bashkëkohor, Tiranë - I.A.B.T.



Gjatë viteve të fundit, Tirana ka tërhequr vëmendjen e botës
ndërkombëtare të artit bashkëkohor përmes një numuri ngjarjesh të
rëndësishme, ndër të cilat më e spikatura, Bienalja e Tiranës. Një
platformë e re ka lindur tashmë - Instituti i Artit Bashkëkohor
Tiranë (www.tica-albania.org),
instituti i vetëm i artit bashkëkohor, i cili ka për qëllim të ofrojë
mbështetje thelbësore në mënyrë të vazhdueshme për një skenë
artistike në zhvillim. Për herë të parë në historinë e arteve pamore
në Shqipëri po ngrihet një program për Rezidenca për Artistë, i cili
do të ofrojë mbështetje për artistë shqiptarë dhe ndërkombëtarë, që
do të duan të zhvillojnë kërkime dhe të realizojnë veprat e tyre në
Tiranë. Pasi kemi analizuar mungesën e programeve të mbështetjes në
institucionet vendase si dhe mungesën e formave të reja të dedikuara
ndaj shkëmbimit kulturor në rajonin e Ballkanit, Europë dhe më gjerë,
ne mendojmë se ka ardhur koha për një përqasje të re ndaj
marrëdhënieve ndërkuluturore si dhe potencialeve të ofruara nga
kërkimi artistik.



Programi i Rezidencave për Artistë i I.A.B.T. do të mbështesë me
vendqëndrim, hapësirë studioje dhe mbështetje financiare për periudha
dy mujore një grup prej jo më pak se 3 artistë njëkohësisht, sipas
një ndarjeje të kushtëzuar si më poshtë: 1 artist shqiptar, 1 artist
nga një vend Ballkanik; dhe 1 artist nga Europa/bota. Programi do të
bazohet mbi një sturkturë të ndryshueshme, e cila mund të ofrojë
mundësi për të lëvizur mes vendeve, konteksteve dhe interesave të
ndryshme tematike. Ky program është ndërtuar në formën e një
projekti, me qëllim për të mbështetur kërkimin dhe prodhimin
artistik, si dhe për inkurajimin e bashkëpunimit mes artistëve me
prejardhje e kontekste të ndryshme. Artistët do të inkurajohen
gjithashtu të punojnë së bashku për një prezantim përfundimtar, në
fund të cdo periudhe rezidence (në formën e një ekspozite, publikimi,
ngjarjeje, etj.)

T.I.C.A. - ARTIST IN RESIDENCY: APPLY NOW!



We are happy to announce the first permanent platform for
contemporary art in Albania, the Tirana Institute of Contemporary Art
- TICA.



During the last years Tirana has attracted the attention of the
international contemporary art world through a number of events,
among which the Tirana Biennale is the most important. A new platform
is now born - Tirana Institute of Contemporary Art
(www.tica-albania.org) the only
institution for contemporary art in Albania and one with the ambition
to offer substantial support, on a continuous basis, to a developing
art scene. It is for the first time that an Artist in Residency
Program is established in the country, offering support to local and
international artists that want to do research and develop their work
in Tirana. After having analyzed the insufficiency of existing local
institutions and the lack of new forms of dedicated cultural exchange
within the Balkans, Europe and beyond, we think that time has come
for a new approach towards cross-cultural relations and the
potentials offered by artistic research.



TICA Artist in Residency Program will conditionally host not less
than 3 artists at a time: 1 from Albania; 1 from the Balkans and 1
from Europe or beyond. The program will be based on a flexible
structure that can offer the possibility to move between different
locations, contexts and thematic interests. It shall be structured as
a project-based residency program, with an intention to encourage
artists with different backgrounds and experiences to work together
towards a final presentation (exhibition, publication, event).



TICA is open for applications from September 30, 2006. Deadline for
the first period is December 15. For detailed information on how and

Videofest (7.-12. November 2006) ist nun online verfuegbar:

darunter ein Drittel Premieren. Rund 100 Regisseur/innen und

praesentiert 16 Medien-Installationen aus 5 Laendern. Die Vernissage
findet am 8. November um 19 Uhr statt. Die interdisziplinaere
Fachtagung interfiction sowie die Live Visuals in der DokfestLounge
runden das vielfaeltige Programm ab. Um die drei mit insgesammt
10.000 Euro dotierten Geldpreise und das A38-Produktions-Stipendium

The program of this year’s 23rd Kassel Documentary Film and Video
Festival (November 7 to 12, 2006) is now online available:

214 current films and videos from 21 countries will be screened
within 6 days; among them one third are premieres. About 100
directors and artists are expected to attend the festival for the
presentation and discussion of their work(s). The exhibition
MONITORING presents 16 media installations from 5 countries. The
opening is going to take place on November 8 at 7 p.m. The
interdisciplinary conference interfiction as well as the Live Visuals
in the DokfestLounge top this year’s festival off. Altogether 68
contributions out of the program will compete for the three prizes
endowed with 10.000 Euro in total and the A38-Artist-in-Residence
Grant Kassel-Halle.

  "What Does Public Mean? Art as a Participant in the Public Arena" is a
new anthology edited by artist and research fellow at the Oslo National
Academy of the Arts, Tone Hansen. This publication is the inaugural
title from Torpedo Press.

  The book addresses the political, analytical, and critical potential
of the art arena by focusing on projects and accounts of actions that
take place outside the established institutions. Academics, artists,
and cultural producers from Oslo, Vilnius, Hamburg, New York and San
Sebastian highlight recent political developments and the impact of
"the new economy."

  Contributors are Marianne Heier (Oslo), Gediminas and Nomeda Urbonas
(Vilnius), Stian Grøgaard (Oslo), Peio Aguirre and Leire Vergara (San
Sebastian/ Bilbao), Tone Hansen (Oslo), Cornelia Sollfrank (Hamburg),
Gardar Eide Einarsson (New York), and Ina Blom (Oslo).

  The book will be made available at a special launch prize on Friday of
only NOK 150!


"TAMMTAMM - ARTISTS INFORMING POLITICIANS"
CORNELIA SOLLFRANK IN CONVERSATION WITH TONE HANSEN

Cornelia Sollfrank, one of the contributors to What Does Public Mean,
has been invited by Tone Hansen and Torpedo Press to talk about the
Hamburg based initiative TammTamm. Sollfrank will address the events
leading up to the protest, where artists and cultural producers
contacted the politicians on the local council to protest the city's
policies on culture and urban development. The action is directed
toward the city council's decision to grant 30 million Euros and 99
years of free rent to a private foundation for maritime artefacts, the
Peter Tamm Sen. Stiftung  in order to establish a new maritime museum
in the harbour area of Hamburg. Peter Tamm is the sole decision maker
of the museum and is known for his extremist right-wing leanings and
his collection of military paraphernalia.

  Sollfrank and Hansen will discuss the relationship between art and
activism and how this can spark public debate. Issues of public space
and urban development are increasingly becoming matters decided upon by
private and commercial interests.


TORPEDO PRESS

  Torpedo Press is a recently started publishing venture that operates
within the field of contemporary art. Torpedo Press is a part of the
art bookstore Torpedo Kunstbokhandelen and aims to publish 4-5 titles a
year, including artists' books, anthologies, and art theory. What Does
Public Mean? Art as a Participant in the Public Arena is the first
publication and forms part of a series of titles that critically
considers art in a broader context.


Seminar and Workshop
In conjunction with the book launch and in cooperation with The
Norwegian Sculpture Biennial 06 and The National Foundation for Art in
Public Buildings, there will be a seminar/workshop titled A Framework
for Modern Cultural Activism: Does Art Create A Public Sphere in
Itself? Participants: Martha Rosler, Cornelia Sollfrank, Cecilia
Widenheim, Tone Hansen/Per Gunnar Tverbakk, Ane Hjort Guttu and Søssa
Jørgensen.

  Where: The lecture hall at The National Museum of Art, Saturday 21st
October 10:30am - 4pm. Admission is free and a light meal will be

Skycatcher: an art project of Luna Maurer

World-premiere of the project ‘Skycatcher’ by artist Luna Maurer. An  
installation on the roof of De Balie, centre for culture and politics  
in Amsterdam, takes a picture every 5 minutes of the perpetually  
changing skies. Already well over 100 thousand images have been  
archived so far in the project database: Always the same viewpoint,  
yet never the same picture.


The skies, mostly strewn with clouds, have played a tremendously  
important role in the Netherlands’ visual arts for many centuries,  
because of their painterly and poetic qualities. The Dutch sea- 
climate ensures a constant interplay of constellations of clouds,  
rain, blue skies, covered and clear skies. With the skycatcher the  
visitor of the website is offered the opportunity to make her or his  
own selections, out of the thousands of images recorded by Maurer’s  
installation to date, and thus experience their endless multiplicity.


During the afternoon Luna Maurer will present her project, while  
guest speakers offer their personal / professional comments, a.o.:  
Pier Siebesma, meteorologist working for the Royal Dutch  
Meteorological Institute (KNMI), and Eric Kluitenberg, media  
theorist, De Balie.


A specially produced poster of the project will be on sale during the  
presentation, which displays one year of variable skies in A0 format...


The project will be in operation from July 2005 till July 2007.
