But shouldn't we respect G11 msgs in the next control list and designate these transmissions as G11a (like E11a)? Confusingly the reason E11a is there is to distinguish between a non-stutter group message and one with stutter groups, E11b. I see no G11a being issued because a clear message is being sent.
