I'd suggest you try again with Puppy. Make sure you get the right
version of LMS:
If you use BionicPup64, you'll need the latest nightly (7.9.2, e.g.
logitechmediaserver_7.9.2~1572699180_amd64.deb)
If you use XenialPup64, 7.9.1 should work as well
If this still fails, check the LMS server.log 

A different approach would be to run LMS in a container, e.g. install
Alpine Linux (~130 MB of storage) and then the smallest LMS Docker
container you can find

There is a tad bit of learning curve with tinycore.   pCP uses the
Raspberry pi port of Tinycore. (piCore)

If the base OS works for you.The best way to test LMS would be to
clone the LMS git repo to your device, and run from Git.  If you are
still happy, then I can give you pointers how to build an extension.

Offhand, it looks like maybe the Squeezebox Server (LMS) didn't install
properly.  I'm on an older version of Max2Play, so the navigation may be
a bit different, however:

1. Select the Squeezebox Server tab
Hopefully you'll see a line something like "Status: Squeezebox Server is
running with processID" followed by a number.  If not, then it's
definitely not loading properly.  

2. Click on "Show available Versions" midway down the screen under
"Squeezebox Server start installation" 

You should get a drop down box showing Nightly 7.9 (other options are
v7.9.0 or v7.9.1) I'd suggest staying with the Nightly release

3) "Click on Squeezebox Server start installation"

Follow the onscreen directions and hopefully the magic will happen

If that doesn't work, it's time to start digging through error logs and
other fun stuff

I suppose the USBs aren't USB3. If they were it would pay to boot from a
USB3 SSD.
I run Vortexbox on an 80GB SSD - that doesn't have a GUI and is out of
date Fedora wise but LMS performance is very very good.
I would stick to a mainstream distro such as Centos or Debian which I'm
sure you could fit on 80GB

internal flash.
I still need a small fast boot linux OS preferably not bloatware and it
must run LMS.

The bigger flash drive is not possible as pc is a thin client and flash
soldered in.
I have another with 4gb but that is promised to a mate.
I run daphile now but its not open source so I cant adjust jivelite
settings like I can on pCP so 7" screen is far too small to read easily.

We need more information about the network set up.

How are all the devices connected - wired / wireless.

At present all we know is that the LMS server is W7 and has (had) an IP
of 192.168.1.130 - is this DHCP, Reserved or Static?

Is DHCP on the router or some other machine?

As bpa suggested - post the results of "ipconfig /all" from when
connected and when not connected to internet.

connection ? Many Win 10 devices now have "multiple" LAN connections and

Nothgin has really changed in the code specific to sync.  However, lots
of changes happen with https support so make sure you have an up to date
OpenSSL as older version can cause https delays. Also check
IO::Socket::SSL version in WebUI Settings/Information. Should be 2.??

Sometimes which device is "master" can affect quality of sync.
It sounds like a network issues to one of the players. 
You can adjust the sync parameters of each player to allow more "leeway"
using WebUI Settings/Player/Synchronize  - check the help and only

Are you sing the IP of the LMS, or some hostname? It might be possible,
that the hostname can not be resolved without internet?

Have you tried to sing the LMS server from a computer in the network?
