I did find an alternative method of booting from a CD with CD driver
conflicts when one can't access the Start Up control panel to change the HD,
and short of having to open the computer and disconnect the power to the HD
having the corrupt OS.  A bootable CD will boot with a restart in spite of
driver conflicts when holding down Command-Option-Shift-C, after which one
can select an alternative start up HD.

I had done exactly as you suggested to establish the back up drive (#2) as
the start up drive and get the computer up and running.  I verified the HD
(#1) containing the Corrupted OS 9.1 using HDT's Disk First Aid which showed
no problem with the drive.  So, apparently the corruption is in the OS on
that drive.

I could copy the contents of #1 HD to the currently unused #3 as a current
back up of the good data on #1, before playing with its corrupted OS.  Can I
just overwrite, or delete and replace the full OS easily on that drive?

If you have already made a back up data copy, why not go all the way and 
just reformat the drive with the corrupted OS? It is something that 
should be done every so many years anyway. Then instal a fresh copy of 
OS9.1  Ther "simple" answer to your Q is yes. Paul C

Or, you could run the installer form the OS 9 install Cd and let it
fill in the broken or missing bits and pieces.

I can email you a small system start up folder that you can copy to a floppy
disk and then start your machine with that.  It has the hacked CD extension
on it and a set-startup control panel. The folder is exactly 1.3mb and will
just fit onto a floppy.

Or, you might try going to the "set startup disk" control panel on the drive
you are starting with now and select the OS 9 start-up install disk that you
put in your CD drive.  When you re-start it should use that system disk to
boot.

Not absolutely certain, but ---

Swap the IDs on the hard disks, and you SHOULD then be able to boot off 
of the 'backup' disk, with both HDs available to the system. This 
should allow you to repair the boot problem on the original HD.
