There were a couple days of RC2 snapshots that had broken
check_reload_status which prevented filter reloads, right around the
time of the original post here.

It is required to use reset states some time is real time traffic is running
form the IP on which you are applying the rules , but commonly it works
without it.reboot is not required !

active until the box is rebooted..
