As I reinstalled the package I now see that it never shows up as a service.

I'm on a Mac - so no Activex, java script is selected in Opera, Chrome, 
and Safari - no luck.

No luck, did all that and this package is no stranger, been playing 
around with it for a while. Curiously, it shows a status of "running" 
and blocking 0 network while showing China as blocked - see attached.

It may be a little tricky...
Make sure you click on "Commit"
let it take
then click on "Enable" at top of page
then click on "Save/Update"
