mailnews.reply_header* preference variables would also be used for
forwarded messages or else there would be a parallel set of
mailnews.forward_header* preference variables.  (See
<http://kb.mozillazine.org/Mail_and_news_settings>.)  However, that
thought would be wrong.  On testing, the mailnews.reply_header*
variables do NOT apply to forwarded messages.  On searching through
about:config, there are no equivalent variables for forwarding.

Is it possible that you are afflicted with bug #719413?  See
<https://bugzilla.mozilla.org/show_bug.cgi?id=719413>.  This was fixed
in Thunderbird 16.0.

It's written :

Ctrl-V (keyboard shortcut for Paste) still works.
But for my problem:
 Ctrl-V doesnot work.



However, it might not have been fixed in SeaMonkey's mail-news until
later, possibly even later than your SeaMonkey/2.17.  See the following
bug reports:

Those doesnot look as my intermittent problem.

I had no problems copy/pasting the forwarding headers from the
forwarding window to the reply window in any scenario I tried.
Newsgroup, regular e-mail, plaintext, HTML, both forwarding  and reply
windows open at the same time, closing the forwarding one before opening
the reply... they have all worked fine.

Windows 7 x64, SM 2.21. WFM.

Now, it works ... so the problem is intermittent therefore 
unreproductible "at will"
