No, once you set the order, it is set  until you change it.

When I alter the order, I do it by entering "about:config" (without the
inverted commas) in the browser address line. SM then give you a
warning, which I accept, then, in the screen that opens, I'd enter
"mail.accountmanager.accounts" in the search bar and the preference that
shows is the order in which your various accounts are shown in the
'accounts' pane of the Mail & News accounts column.

Account 1 is usually your mail account, Account 2 is usually the 'Local
Folders' account and then will come your other mail and news accounts.

Changing the order of the accounts listed in that preference changes the
order in which the accounts are listed on the screen.

Options

Email accounts and RSS accounts are always placed above the Local Folders. The Local Folders are always placed above Newsgroup accounts. If the Local Folders or a Newsgroup account is set as 
the Default account, it will be placed at the top.
