Does SeaMonkey have a tool that can be
  "turned on" at time t0
  "turned off" at time t1
which will report the number of
   "uploaded" bytes
   "downloaded" bytes
in that interval?

If the tool reports more, no problem -- it will likely be ignored.

Try Networx

This software just became costly, I think it whould be possible to grab
an old version still free (5.5 or something)

Thank you.
I'm a Linux user and vnstat {http://humdi.net/vnstat/} is included in
Debian Jessie's repository. Comparing their homepages they have very
similar capabilities.

Wouldn't it be better to use the logs on the router to do that?
(Assuming you have one).

*LOL*
What "router"?
I have a "T-Mobile 4G LTE HotSpot Z915" attached to a USB port ;/

I admit much ignorance. Request education ;/

I have received enlightenment, if not education, after posting to a
Linux group. Received two suggestions, each with own advantages:

  monitor /proc/net/dev
  use vnstat {http://humdi.net/vnstat/}
