Hmm, I think he is correct. There are so many millitary facility in S.Korea
than you expect. (For example, there was an army barrack in front of my old
house where I lived 10 years ago. It was near the Seoul. I still can find
the barrack in OSM.)

Well, another regulation is that if you want to host map data on foreign
country you need an approval of local authorities. [1] (IANAL too, maybe
some misunderstanding from my side) Hence Google is fetching Korean Maps
data from local company instead of Google itself. (You'll notice the SK
(blah blah) in the side of the screen which is hosting the data.)

And... yeah, while I was doing my duties as administrator of Korean
Wikipedia (resigned now), I have seen few complaints that Wikipedia is
hosting the confidential informations and I can be prosecuted for hosting
it. [2]

[1]: Ministry of Land and Transportation, to mention the name.
[2]: However, I haven't received any letters from authorities, nor visitors
from NIS.

Sure, Naver and Daum Maps are heavily censored in Korea. A Korean
cartography professor told me that up to 20% of South Korean territory
is censored. I personally think it is more around 10%.

As a site hosted in Great Britain, I suppose that South Korea has no
jurisdiction over OpenStreetMap.

Not a lawyer, but for someone like you, who is living in South Korea it
is likely to be illegal to map censored things on OpenStreetMap. However
I don't see what would refrain someone who is not in South Korea to do so.

By the way, wikipedia is writing about the location too:
https://en.wikipedia.org/wiki/National_Intelligence_Service_%28South_Korea%29

You can also get a list of South Korean nuclear power plants with
coordinates on wikipedia. You won't find them on korean maps. Just like
most airports in SK.

I suppose that the NIS HQ is removed as local law stating NIS HQ is
classified as 'somewhat security and shouldn't be public' zone [1] and is
excluded from local maps such as Naver Map, Daum Map, etc etc. IIRC local
law enforces local map publishers from posting the location but that's not
our case.
