IMHO it could be tagged as footway and for the particular construction you could use a more specific tag (like: way_type or something special). Note that arcades have arced ceiling/construction where colonnades have ususally flat ones (the term concentrates on the columns where arcade focuses on the arcs). An arcade usually cuts through a block, rather than running alongside a road. I'd have said colonnade was about right, though they're not exactly common in the UK (the two level shops at Chester spring to mind, but they are probably peculiar to themselves). We do have what can best be described as concrete awnings, eg in Birmingham, but they are stricly functional, and probably best described as something like covered=yes. The arcades are always closed on one side and in ancient Greece, the closed side had shops in it, which is usually not the case with colonnades at all. The example given is pretty good, and it is relatively common in some parts of France. I suspect that footway=arcade would actually be the best description if I remember correctly the definition. yes, I agree for the example in the picture, but be careful: if the way is not covered/formed by arches or vaults (round), it is not an arcade (e.g. ancient Greek stoa). I agree that it has a different meaning in different part of the world. As someone mentioned before, the arcade seems to be in use in Italy too. It would be nice to have different people from different countries to chime in so we can ascertain if the usage is right or not. Using colonnade won't help as it is clearly a different kind of structure in the first place.
