I don't have any design skills (except perhaps, with textiles).
It would not be helpful for OSM if I redesigned the front page.
While I can point out wiki front pages that "work" or "don't work" that is
probably the limit of my ability.

Please could those who do understand design step forward?

Frederik, would it be possible to get a list of edits the user has made?
When I looked through it looked like most of them were very localized so it
wouldn't be too hard to manually check the area. I suppose stepping through
each page of edits would do the same thing...

There are several suggestions for the front page here.  Some of them
have already been implemented.

Since you are advocating a substantial redesign perhaps you could
draft something?  I'm certain that the current designers weren't
aiming for game-like, messy or distracting use of colo(u)r.

SteveC suggested a draft design change for www.openstreetmap.com a
short while ago.  Several folks collaborated on a wiki front page a
few years back, but that was only adopted at http://openstreetmap.ca/

well the introductory page on the wiki is not one to help you see OSM as a 
serious project
its messy
it contains all sorts of things which suggest "game"
like the lolcat bit
and "Show me the map! I want to see maps; get out of my way! "
The use of colour all over the page detracts from the actual heading and 
leading explanatory sentence which are lost between the language list and the 
pretty colours below

If you can try to give a slightly more algorithmic description of what 
you want to revert that would be helpful. I can't really work with 
"everything by user blah except the I-something but including the 
interchanges". I need something like "all edits made by user blah", or 
"by user blah in this bounding box" or "by user blah in this time range" 
or "except way ID so-and-so".

Maybe I should revert all his edits and then you use the Potlatch 
undelete feature to bring back that which you want to keep?

When I was younger I drew road maps of fictional places for fun; I
always liked to draw the complicated interchanges, with realistic
terrain constraints as I got older. Sometimes I'd take a real map and
"vandalize" it by adding a bunch of fake roads and interchanges that I
felt would improve traffic or connectivity. Perhaps this is similar to
what bhj867 was doing.

Anyway, could someone please help me revert? I lack the coding skills
to do the automated part, but can do the resulting cleanup.
