It is just common sense not to do two large-scale things at once. If there are any problems, it becomes harder to sort out whats what. So don't do anything large-scale while the redaction process runs. The OSMF has commited to keeping the last planet files (both normal and history) available on CC by-SA 2.0 terms. I haven't heard of any change in this policy so I assume it is still current.
