After talking to them I'm not clear they understand enough about what they
want and have a clear understanding of how to get it.

The information you supplied will add to their knowledge and that may help
shape their expectations.

I think they have some expectations but I'm sure it will unfold over time.

Well, the problem is that the question you asked isn't really what they 
want to know. I'm not quite sure what they do want to know, but they're 
asking the wrong question here and getting a useless answer.

Canada is going to have fun working out which tags are relevant to them
especially when some may be a different way to express the same thing.

Plus of course we have amenity=library etc which might not be tagged as a
building at all.

Fun times, I'm glad I'm retired from Stats Canada these days.

Taginfo can tell you this information. No one is currently running a 
Canada-specific taginfo instance, but you can get an idea of numbers 
from http://taginfo.openstreetmap.org/keys/building#combinations.


There are about 800 keys used more than 1000 times on objects with 
building=*.

This might be problematic. Just in the building ways in my neighbourhood
(pulled in from Overpass Turbo), there are more than 70 distinct tags/keys:

* Rather than producing a hierarchy of what the buildings have, wouldn't
it be more useful to say "Here's the building guidelines
; it's aspirational. Can
it work for you?"

* Then there's the whole problem of implied tags through relations. A
building might only have (or need) a street number and name address
tags, but Nominatim can pull out the city, province and country. The
tags are there in OSM, but not obvious from a tag scan.

I heard a talk from David Bitner on customizing id for adding information
to the Boundary Waters Canoe Area (BWCA.) His github repository with a code
template is https://github.com/missinglinkmaps/custom_id

As I recall, BWCA publishes features for various campsites. Using just a
small subset of tags, his modified version allows for quick adding of
features.

in the US, the National Park Service has a modified version of iD that
updates OSM and sends a copy of the changes to NPS for review for NPS maps.
I don't believe it's been rolled out to the public yet.

As a first step Stats would like to know the tags used when mapping
buildings in Canada and the number of times used.  This is to get an idea
of what is already mapped and to see which values should be used when new
tags are added.  I looked at a small sample from Ottawa and noted 127
different tags on buildings including address tags.

The other part of this is what is available under other tags than
building.  For example amenity=school etc.  I suspect school, college and
universities are fairly well mapped.

Any suggestions?
