Permission should be in the persons own words and not some quest for glory.

We cannot expect to put words in peoples mouths when giving permission by
stating, no sorry try again you should have said it this way or that way ,
oh and you have to do it under surmon in front of the Prime minister as
he's the highest trustworthy authority.

If someone states "I can’t see any issues with it being published to
OpenStreetMap." to me that means it we have the permission to go ahead with
the legal backing of the city of Ottawa. We aren't going to get Jim Watson
to state from his ottawa email that we have the legal write to import the
data as this is what licenses and explicit permission are for.

I am confused about the state of the license issue still.

I haven't seen anything from LWG saying resolving the questions or saying 
that the ODL-Ottawa is compatible with OSM (What i called situation 1 in my 
email last week).


I don't really understand what these issues are but others have expressd 
concern and I think that needs to be sorted out.


The email from Robert Giggey of Jan 24 5:27pm linked to on the wiki page 
doesn't seem like a permission email for what I called situation 3.


I don't see him saying something along the lines of

"On Behalf of the city of Ottawa I hearby accept the OSM contributor terms, 
and give explicit permission for this data set to be imported into OSM"
