Hi Stuart,

This is quite a complex area to manage. I'm not sure that anyone has really
tried to do this for one location systematically anywhere in the UK. I've
certainly taken notes of some of the detail for Paddington because any
multi-modal journey through the station needs to take account of factors
such as tube station entrances, stairways vs lifts & escalators + the walk
to Lancaster Gate option. I have not, however, mapped anything like all the
things I've noted.

Shopping Centres (malls) have some similar problems. Recently a fellow
Nottingham mapper, will_p has extended the mapping of the Victoria Centre
in some detail .
This covers two levels with concourses at both levels mapped both as areas
and ways. Lifts, escalators and stairs have also been mapped, with a
limited attempt to also handle the lifts which provide access to the blocks
of flats above the shopping area, but not to the any details of the flats
themselves.

I suspect the place to look for existing best practice would be at SNCF
stations in the Ile-de-France. SNCF and the OSM-FR community have some kind
of collaborative agreement
. Stations on ligne-C
of the RER seem to have been mapped in some detail. A quick look at Les
Invalides  suggests
that it has some of the elements you require. There are probably places in
Germany which have been mapped in detail too.

My last suggestion would be to ask for advice on the forum
. There are two sub-fora on 3-D
buildings and indoor mapping where the people who have thought most about
these topics are most easily contacted.

Layers are _relative_, so I'd use layer=0 (ie default) for the layer with
the most detail (probably the public area of the terminal building), and if
that has to use stairs or escalators to fit in with adjacent layer=0 areas
then so be it.
