I'm unable to exactly understand how the VCB works, also there seems to be
no other resources that describe this structure apart from the Kerala RD
website.

To me this looks like a variation of a dam or weir while of course it is
not one of these. It almost certainly needs a new tag. I  think it may be
worth asking this question in the general forum.
