[Talk-ko] Questionable imagery

Does anyone know this user?

It appears that he is new and has added a lot of items recently. I am happy
to have more local mappers, but I have a big concern.

>From his changesets you can see that he is using custom imagery for mapping
with the iD editor. The concern I have is that it LOOKS LIKE he is pulling
the imagery from this site: http://map.vworld.kr/map/wcmaps.do# (pretty
ingenious, actually). The imagery is much better than Mapbox or Bing, but
it may not legally be usable with OSM.

Of course my Korean is not good enough to find the supplier for the imagery
on that website, but I expect the license may not actually be compatible
for use with OSM. If he is using that imagery to trace items or locate
business, then he risks adding data to the OSM database that is not
compatible and could put OSM in jeopardy.

I have just written to him through OSM asking about the imagery and how he
uses it, but of course my message was in English.

If a Korean speaker could have a look at the website and find out more
about the imagery and whether or not it is OK to use it with OSM (legally),
that would help. And/or have a chat with the user, that might also be good.

Website's 'Legal Notice'[1] says '지도는 측량 수로조사 및 지적에 관한 법률 제14조, 제15조 및 제16조에 의거 
국토교통부 장관의 허가 없이는 복제, 국외 반출 및 본 지도를 이용한 다른 지도의 간행을 금하고 있습니다.', which translates 
to 'The map (in this webpage) is prohibited from copying, redistribution, 
and/or taking out the map outside the country without explicit consent of the 
Minister of Land, Infrastructure, and Transport according to the [act]'.
I do not think he is legally allowed to distribute the maps from that site.

Hello,

The vworld site is running by the government 국토교통부. And you may know,
"export" of government-driven map is a crime in Korea. Any data from
this site should be avoided in OSM.

Yeah, I figured it likely wasn't a viable source.

I got a message back from him and he said he is only using it for
reference, which is, I guess, OK as long as he doesn't actually use it to
locate business or other things or try to make OSM look similar..

I suggested he should probably not use it as a custom imagery source since
that information goes into the changeset.

But perhaps a Korean speaker could have a friendly chat with him to remind
him, that might be helpful.

Upon Robert's request as below, I contacted with Mr. Hwang who raised
Robert's concern.

Due to his time-sharing constraint, I could correspond with him only
through OSM message system instead of phone call.

I delivered Robert's concerns, which were regarded valid, as strictly as
possible. And, this morning he replied as follows:
- He fully acknowledges Robert Helvie's note and Kyu-sung Choi's reminder
as well.
- He said to take advantage of Vworld imagery and the associated map
services only to justify the street names.
- He committed not to use any longer questionable sources based on public
survey results but to take advantage of imagery that comes with OSM.
- He appreciated the reminder of the concerns.
- He wished OSM community's development even in the future...

I evaluate that Mr. Hwang appreciates Robert's concern with sincerity. And,
this action reinforced his OSM contribution in the right course of work.

Here's another one from user 'Bucketz', using imagery Custom (
http://xdworld.vworld.kr:8080/2d/Satellite/201612/{z}/{x}/{y}.jpeg)

Not only is he/she using a source they shouldn't, but they are also
screwing up good mapping.

They have only done 20 edits, 6 days and 4 days ago.  The first 5 used Bing
and Mapbox, but then he/she introduced xdworld.  I will send a message
asking what's up, but I don't know if this mapper is Korean, or what
language they use.

Has this started due to the introduction of Pokemon Go in Korea?  It's
great to have new mappers, but we can't afford to be using source data that

PS I am going through my OSM notes and trying to clear the ones that I can
edit myself, and also clearing the ones where work has been done.  This is
why I am noticing these vworld.kr edits.  I am also noticing people
deleting name:ko tags, which I don't think is a good idea.

as noted below.

I'm a member of OSM but not an active mapper yet. Since I was motivated to
volunteer to be some help to resolve this issue, I want to suggest couple
of options based on what I've contacted with the responsible staff of
Vworld service in Korea today.

*1. Vworld's scope of use*
- Vworld is a geospatial content web service by SpaceN, which is a Korean
government-sponsored foundation.
- After a legal review with lawyers, SpaceN confirmed a decision that
traced digital data on top of Vworld map service should lie under the
control of Vworld data license though it may be free of charge.

In this regard, Andrew's suspicion of source image is correct.

*2. How to prevent the Korean mappers from using Vworld*
- Last week, I had the same case as raised by Robert Helvie. I could
contact the individual mapper confirming not to use Vworld any longer. Upon
the circumstances, it would be very difficult to contact every individual
and to advise the right mapping practice.
- So, I'd like to take several actions which I can locally do speaking in
Korean.
1) Sending out a message not to use Vworld as a source for OSM mapping
through OSGeo Korean Chapter member networks.
2) Sending out the same message through such social network services as
Facebook, etc.
The message will clearly pointing the web page of

paragraph.

The above options are short-term actions. But, I also would like to go with
long-term commitment; building and training the local OSM community. In
order to support quality OSM mapping, I'm preparing for a self-training

<https://www.mapbox.com/mapping>* . I'm going to upload it at some related
homepages including OSGeo Korean Chapter's.

It was only last year that I turn my interest toward OPEN world as well as

me a better idea to resolve the subject issue that Andrew Errington
concerns.

Recap:
there is a bunch of (new?) members editing with non licensed vworld as a 
background, essentially making osm a derived work and jeopardizing its 
legality.


Questions:
1. How comes? Where is the source? Is there a Korean blog entry, Naver 
cafe or other site that shows people how to do it? Can we stop it at the 
source? Could someone search this on naver/daum? I could not find it in 
a quick attempt, but there must be a source.


2. Is this Pokemon Go related? Are people adding parks, playgrounds and 
footpaths prdominantly?


3. IMO it's also a problem with the ID editor that is making it too 
easy. There should be at least a warning  message, or maybe even a 
blacklisting of vworld for the custom backround.

Not only is he/she using a source they shouldn't, but they are also
screwing up good mapping.

They have only done 20 edits, 6 days and 4 days ago.  The first 5
used Bing and Mapbox, but then he/she introduced xdworld.  I will
send a message asking what's up, but I don't know if this mapper is

This 1-month old blog entry had information on adding VMS as imaginary
source. So I have informed the author about the situation about two
weeks ago, and the author has deleted the info.

Absolutely this is related. Well, people seem to map just their
Pokemon Go walking route near their home, so yes I think public places
and foodpaths are being added first.

I contacted the author again and now it has been removed.
