Hi,

Just want to clarify the costs of setting up a nonProfit organization 
are not prohibitive, it is only the foundation type which requires a 1 
million peso bank deposit, but a type of Misc. Activities club or 
business non profit org has no large fees or requirements. Paperwork is 
numerous but really just requires a printer and a lot of paper. :)

No update that I am aware of.  Certainly we as OSM Foundation will do our best 
to accommodate a structure that keeps your costs to a minimum or preferably 
zero.  The only checkpoint that I can think of for us is that Etienne as 
Treasurer can see proper control if money is involved, for example local 
membership dues.

To help, it is important to understand the need for a "legal personality" and 
then do what it takes .  In the past, I've been a member of clubs around the 
world that had a written constitution and an Annual General Meeting but no 
official registration that I was aware of.  Is it a strict legal necessity in 
the Philippines or something gives an air of formality when dealing with such 
people as local government? Can you open a club bank account without SEC 
registration? Do you actually need/want a bank account?

For Etienne and Nick, in the Philippines it is common practice to register an 
organization/club with the Securities and Exchange Commission as a non-profit.  
If I am paraphrasing earlier list discussions correctly, this involves a lot of 
paperwork and has  potentially prohibitive costs.

Thanks to some who helped.  The general area seems to be updated
tremendously partly by me and my recent gpx traces.  Please help some
more.  In yahoo!, you can add visible trails and tracks.  In landsat
large rivers are fairly visible.  I need to add as much info as we
can.

You don't need to combine all coastlines for large land masses
especially Luzon or Asutralia.  It's a pain to edit them.
An important thing to remember is the way direction:

submerged!   And I wonder if the routing programs detect this waterland
situation and refuse to route through submerged roads?

ok, kidding aside ... what caused this?  I am assuming it is a break in the
coast line?  ... an open polygon allowing the water to "fill" the land area.

The coastline west of Luzon.  Is now filled with water again,  we had
to use enormous dredging machines to removed re-claimed land.  See it
in osmarender:

One other alternate approach we discussed was to use the main London OSM body 
as a representative. Its unclear exactly how this would work though. Time zones 
would undoubtedly be tricky but it might be good as a stopgap. 
 
The cost of funding a non-profit would seem to be around 1M pesos to be held in 
a bank account (did I remember that right?) which would seem to be a barrier to 
entry. The other main expense would be the yearly accounts, so perhaps there is 
an accountant in the group who could donate their time to that (hint -- the 
non-profit would have no cashflow, so probably quite easy to do accounts) 

As far as extending the coverage of OSM in the Philippines, we discussed a 
number of ideas. To me, (ok, this is my biased opinion) the most powerful way 
of expanding coverage would be to use Naga as an example and tout that around 
other municipalities. 

Here's the sales pitch as I conceived it:
The data already exists, but is incomplete. By releasing it to OpenStreetmap 
they can get it incorporated into OSM at no cost to themselves (probably) and 
with no effort. Once its in there, the data will be fixed by the general 
public, and it can then be re-downloaded and used by the municipality. Its 
effectively a free way of cleaning up their data, and putting their city on the 
map. 

Hmm, something like that. It seemed clearer after a few beers! Someone else can 
choose the venue next time ...
