True enough, and it looks like their most recent changesets are deleting
the proposed roads. Still would be nice to have changeset comments and a
response to the community's messages.

Well, it seems "Changeset: 16397959" is legit (minus the missing changeset 
comment) since I-269 IS under-construction in that area, well, at least on the 
MS side for sure.

You don't really need local knowledge to see if the behavior has changed.
The two complaints were "creating roads that are not yet there
(highway=proposed or construction=yes)" and "no changeset comments". This
user's most recent four changesets still exhibit these problems:

We lost track of this case when Richard Weait stepped down, but I placed a 
0-hour block about the complaints and pointing out that changeset comments are 
helpful.

 

The 0-hour block has expired so Cam4rd98 has read it, but have they stopped the 
behavior that was the problem? I don’t have the local knowledge to determine 
this.

This is what an account block is and it already happens. When a user is
blocked they must acknowledge and read a message before they can continue
editing.

This seems like a problem to me. Perhaps we (that is to say, the
people who have the permission to stop an account from uploading) need
an intermediate step between locking an account, and permitting random
editing. Maybe we need a status intermediate between having an account
locked, and having an account which is marked read-only? "Your account
is marked as read-only. Please read your INBOX for more
information." That would catch the id and potlatch users. Then we just
need JOSM to show a similar error message when it tries to log you in.

Or maybe a 'moderation' facility, whereby somebody's changeset needs
to be human-reviewed before it goes into the database? If somebody has
proven themselves to make troublesome edits, this seems like an
expensive yet effective way to help them.

I've tried a couple times to reach out to this user with no response. I've
had to delete several huge swaths of highway=proposed roads in the Chicago
area that they've added. They also added a ton of "barrier=ditch" lines in
seemingly random spots.

Can we stop rendering highway=proposed?

[Talk-us] User Cam4rd98 gun-jumping new highways + adding fictional alignments

This user has been brought to my attention with him gun-jumping highways 
marking them as open when they aren't yet (I-74/US-311 [1] - I've already fixed 
this one), or adding completely fictional alignments for highways that aren't 
even under-construction yet or proposed (I-66 in IN [2], and an alignment of 
NC-540 [3]).
 
I'm pretty sure these aren't the only ones he's done, so this could be just the 
tip of the iceberg.  Has anybody had any prior contact with this user?  Just 
wish that all the editing programs forced a comment before upload.  Really hate 
the "no comment" changesets.
