In case anyone is proceeding on this, it was pointed out to me that the 
original OSM import was 2007, so a GeoDiff should be run between 2007 and 
2009.   (I just happened to have '08 and was curious about activity between 
'08 and '09').

Tiger files are broken up as small as counties.  Some data spans the whole
US, or states as well though.  But these are manageable amounts of data like
state boarders, or zip codes.

I don't remember what the limit would be, but I think it is the memory set
for use in java on the command line.  But I don't know if it is a direct
correlation of file size to memory.
He did add an option that splits the output into fixed sized files.  So
breaking up the data into manageable chunks isn't required any longer :)

It would be handy to get just the diff files.   I did a diff in SQL against the 
named ways, but it would be handy to have a diff .OSM file for everyone to 
start with that contains all changes.   I'm not sure how to do that.

I downloaded my county and checked a few things.  Some interchanges
that were reconfigured in 2007-08 still appear in their old
configuration.  (For that matter, an interchange that was reconfigured
from 1994-2003 still appears mostly in its old configuration.)  But I
suppose the census bureau isn't that interested in freeways.  Still,
most errors (even non-freeway ones) from the '07 files still persist
in '09.

There are a few new streets in there which weren't imported to OSM
before.  Some of them, I've drawn from Yahoo! imagery.  Now I have
names for those.  Of course, I could have done my own field
observation, but I have other priorities.

FYI - I did  a diff from 2008 to 2009 for my county:
  0 named ways deleted  (probably reflects reality)
  75 named ways added

  So there was a bit of activity.
