Use the following command line parameters:
/mailuser=account;to=destination;edit


More parameters exist; check the online help and search for 'Command
line parameter'

I tested this by creating a shortcut on my desktop, right-click,
properties, and pasting in the parameters in target field (outside the
double quotes (")).

Create a mailto URL on your desktop, that directs a message to that
address.

Modify the New Message template (Account/Properties/Templates/New
message) to include the %TO macro in it.

Create a shortcut for TB and use the Command Line Paramater (hint: TB's
help file) /MAIL with the parameter TO=

I don't think you can password protect accounts on different levels,
but you can create two password-protected accounts. When you check out
the command line parameters /MAIL as indicated above, you will find
that the parameters USER and PASSWORD might be your friends.
