Isn't the email package a separate install option, meaning if you
install it it assumes you want to use it?

This appears to be the case with Netscape: however, it is _not_ the case
with Mozilla.
Unlike Netscape it has a Use Mozilla Mail as the default mail application
checkbox in Preferences | Mail Newsgroups. If this is not checked The
Bat!, once the options described have been set up from within, remains the
default mail package.
Moral - uninstall Netscape and install Mozilla. After all, the first is
based on (an older version of) the second ...
