I tried to test this on a VM but it does not worked, so I asked a friend who have upgraded his F32 workstation to F33 with dnf, and he reported to me that it worked fine for him, grub menu appears after this procedure. Also, when I reboot with "Boot Options" button in Shell, upon reboot and manually getting into the GRUB menu, and then 'c' to get to a prompt, and then 'set' to see environment variables - menu_show_once=1 is not set. I have a possibly related problem, but I haven't had luck narrowing down where the problem is... shift key is not reliably bringing up the GRUB menu on a reboot; for sure it never does with virt-manager VMs. I'm not sure if it's a GRUB bug or a virt-manager bug or an edk2 bug or what but it's quite aggravating.
