I bought the TEXAS topo set from National Geographic several years ago.
I found it on clearance somewhere.  I love it.  The Texas set is about
10 CD's and yes it can be loaded to a hard disk so you don't need the
CD's.

I use it all the time to prepare hiking / search maps when going to new
caving properties.

My wife works for Half Price in San Antonio. The CD's are from National
Geo. 
If you buy them read the box closely some are for Mac some for Windows.

The price was around 4 dollars per state.
