The big green download button in GettingStarted works by generating a
base64 data URI containing the empty version of the wiki. It doesn't
actually use a server request.
I think that the reason it doesn't work in IE is because IE doesn't like
large data URIs.
I've adjusted the IE docs for 5.0.16 to use a direct link to
http://tiddlywiki.com/empty.html instead:
