OK, I have figured this out. The issue is that I was deploying the contexts using the Admin application. When I deployed the Root contexts, I specified the path as "/". I was able to replicate the error on another machine by doing this. Specifically, I could replicate the ClassCastException. After replicating the error on the second machine, if I changed the context XML file path to "", then the application worked correctly. I guess what confused me was that the context basically worked.
