I found the issue. The CTKI is an idiot who didn't realize System Volume
is per device, and not global. Only took me 2 days to find out.

I don't think I can close the issue myself, please close it before it
wastes somebody's time.

  Unfortunately, no sound comes out of the Game output. This has been
  working flawlessly up until yesterday (october 15th), a recent update
  may have caused this issue.

  No hardware/software changes were performed on my system, other than

I added "acpi=force" to my grub boot, no success.

I then rolled back my graphics driver from Nvidia prioprietary 440 to
Nvidia proprietary 390, and the issue is gone.

I don't really understand how the graphics driver is involved in the
shutdown process, and if Nvidia is to blame here. I'll let more skilled
people decide what to do with this bug report.
