Yes I have an idea how to fix it, however its far too late to get it addressed, 
because its practically impossible to get changes uploaded without approval and 
review from the release managers. The best way to try and get a resolution is 
to file a bug against the casper package in launchpad, and explain the problem. 
Report back with the bug number and I can follow up on it.

Dear List!

Mike, now I reinstalled my system with default settings (not used
encription home feature in step 5 dialog, used with Require a password
to login option).
Good news, Orca talking correct with my normal account, pulseaudio
service not started when I login.
This is a bug with the home encription feature?

Mike, please download current daily live cd with following url if you
does'nt the latest cd used:
http://cdimage.ubuntu.com/daily-live/current/

If your machine is not a 64 bit architecture, enough the i386 daily cd.
When you run the installer, the step 5 dialog contains the problem radio
button group:
Require a password to login (this works correct the old dayly cd),
automatic login (this is works correct old daily live cd's), require a
password to login and encript home folder (this is the new option, this
option produce the problem now my machine).
The radiobutton group found after the computer name edit box.
I hope remember correct the options english descriptions (I translated
hungarian the debian-installer in Launchpad in two or three week ago).

Tomorrow morning I looking the default install with no home directory
encription.

Mike, the .pulse_a11y_nostart is a simple plain text file in my home
directory (/home/hammera).
When I logging with root account with gdm, ~/.pulse_a11y_nostart file is
present.
You not see the /root directory with the home folder because the root
home directori is not in the home directory, the root home directory
path is /root.

Tomorrow I trying reinstall my system without home directory encription.
If the installation is completed, I writing what happen.

Pulseaudio problem

Dear List!

I see an interesting problem with 9.04 beta (64 bit) with pulseaudio.
I using the latest current dayly live cd with installation. I choosed
require a password and encript your home folder option with the
installation (I think this is the correct english description this option).
After the installation is finished and try logining my normal account,
the pulseaudio service is started and Orca cuts of the spokened text.
My home directory correct have the .pulse_a11y_nostart file.
Interesting:
I enabled root login with gdm and add a pasword with root account.
copyed the .pulse_a11y_nostart file with /root directory. When I tryed
login with root account, all works fine, pulseaudio not started and Orca
talking fine.

What the problem? The home encription generated this problem?
Anybody see this problem?
