Reason for the backport:

Openstack Swift depends on PyECLib which has a dependency on liberasurecode.  
Openstack CI and devstack need precise and trusty packages to be able to 
support liberasurecode/PyECLib for testing the Erasure Coding feature in Swift.

Updating the backport to match latest xenial (critical) bugfix upload.


Testing:

Tested the backport in my PPA with backportpackage:
