do you have an lcd or crt display? as far as I can remember most lcd monitors have 60hz refresh rates ... but since thats causing flicking for you, it could be the driver that has a bug. can you do a: glxinfo | grep "OpenGL version string" from a GUI command line? In the worst case, you might have to install the latest driver from nvidia.com. I'm not sure about linux mint though, since i've never used it. Also, in my experience, compiling and installing the nvidia driver from nvidia.com gave me better results. It also gives you the nvidia x server settings tool which is quite handy.
