IMO is the UI one. Once I click update, I'd expect gnome-software to see
that it was already up to date and respond as though the update was
complete - i.e., go away :)

pulseaudio doesn't ship any udev rules that change group permissions of
devices. Plus it doesn't run as root, but as an unprivileged user.

I did some test on :

USB 3.1 Gen 1 and USB 2.0/1.1 ports (Motherboard back panel)

USB 3.1 Gen 1 and USB 2.0/1.1 (Front panel)

Before standby (webcam plugged in):
_Google Hangouts launched, If I change the USB port, I keep video but lose the 
microphone.

_If I restart Google hangouts at every time I change USB ports, I keep
video and the microphone.

After waking up (webcam plugged in):
_Google Hangouts launched, If I change the USB port, I keep video but lose the 
microphone.
Nothing detected on USB 3.1 Gen 1 (Motherboard back panel) !

_If I restart Google Hangouts at every time I change USB ports, I keep video 
and the microphone.
Nothing detected on USB 3.1 Gen 1 (Motherboard back panel) !

Before standby and after waking up (no webcam plugged in) :

Don't have time to test with a clean ISO.

Testing with a clean ISO kind of misses the point. I'm not imagining it;
it's broken for me. So maybe let's try to figure out why.

When a video is set to be viewed in fullscreen, the video flickers and

SRUing the newer version failed since it changed behaviour in some
configuration which created issue for existing users.

There isn't anyone currently working on resolving those issues so it's
more realistic to untarget from Bionic.

If the problem really needs to be resolved in that serie best to go
through the rls-bb-incoming nomination process again.
