I am not certain this is related, but on a fresh install on my laptop with a gtx 1050 2gb, I installed the nvidia drivers. The 'intel graphics' option was greyed out on the nvidia prime selection and the wayland session was not available (gear missing). I used the terminal command 'sudo prime-select intel'. OK - the problem seems to be that the folder created for the settings to be saved in (.gconfd/apps/evolution/mail/format) was created with access by root only. This was in the original user for the system which I installed only recently. But when I created a new user, and set up a mail account then set the forward message style to my preference, a new (.gconfd/apps/evolution/mail/format folder was created after existing evolution, and that folder was not created with access by root only. So by changing the ownership of the folder in the original user filesystem to that user, the problem was solved. Other folders in /mail/ which were also root only were message_window, prompts, notify, and subscribe_window.
