Was it system-wide change (and reboot is done)? It may be needed if python-apt 
gets something from outside (e.g. by dbus).

May be you are right, I don't know where this "0," comes from.
But I'm not sure, may be it's ubuntu-release-upgrader and gdebi (since they are 
end-user binaries, rather than python-apt) who should set correct LC_NUMERIC.

Russian locale uses "," as a floating point separator, rather than ".", so it

After upgrade to ubuntu 16.04 the problem appeared in calculator: if one
uses keyboard for expression input, the calculator window freezes
forever after asterisk ('*' — shift+8) is pressed. If the on-screen
multiplication sign is pressed instead, the problem doesn't occur.

I tried with my default locale (Russian) and with the English one
(LANG=C LC_ALL=en_US.utf8 LANGUAGE=en) as well, the problem remains in
both cases. The calculator mode (basic/advanced/etc) also doesn't change
the behavior.

If I interrupt the execution from the gdb at the moment of freeze, the

Addition: version 3.5 works with debian/ dir ported from 3.1.2 release, but 
also fails with debian/ from 3.4, so it seems it's Ubuntu patches break the 
compatibility.
Mercurial 3.5.2-1 from Debian Stretch ( 
https://packages.debian.org/stretch/mercurial ) breaks hgsubversion as well.

After upgrade to Ubuntu Wily 'mercurial' package has been updated from
3.1.2 to 3.4.1, which broke the hgsubversion package: commands like 'hg
pull' or 'hg in' were leading to the 'abort: command unavailable for
Subversion repositories' error.

Rolling back mercurial to 3.1.2 or upgrading it to the 3.5 from the site fixes 
the problem.
However version 3.5 in turn breaks mercurial-git package (0.8.1-2). Current 
version of hg-git from the trunk works well.

Affects me too.

I have Unity and 14.10 upgraded from 14.04,  Dell E7240 notebook with Core 
i7-4600U and integrated Intel Haswell-ULT video.
First the problem seemed to appear after upgrade when I decided to try unity8 
and installed it packages (the graphics remained slow even when I was in 
classic Unity session), and everything disappeared, when I removed unity8.
Now the problem reappeared, and I found unity8 installed again. So I removed it 
with all the stuff depended on it and the is likely went away again.
WARNING: if anyone would try my method, it removes indicator-network. I myself 
prefer nm-applet, it requires network-manager-gnome to be installed.

Current versions of network-manager-openvpn in Ubuntu don't support the case 
when the openvpn returns more than one search domain. In this case only the 
first one is written to the resolv.conf so the vpn can be considered 
practically broken.
It has been recently fixed in upstream[1], so may be it's time to update the 
version of the package (or at least backport the patch, it can be easily 
applied to the current network-manager-openvpn-0.9.6 in Ubuntu)?

Since the natty dev-version (somewhere between alpha and beta) my session - 
both unity and gnome-classic - suddenly logouts in absolutely different cases, 
it can appear even when there is only urxvt open.
Since apport isn't able to catch such crashes, I couldn't report it earlier,

After upgrade to natty my Wacom touchscreen aren't working after resume from 
suspend — neither stylus, nor touch.
Such regression seems to present from the first 2.6.38 builds that were 
available in natty.
If I boot, using my old 2.6.35-24-generic maverick kernel, everything is ok.

Unfortunately, I can confirm the problem on kernel 2.6.38-6 (natty) with 
Atheros AR9287.
Tried on APs with WEP and with WPA2.
It continuously disconnects from AP. In syslog I can find lines like:

Sebastien, mpd is coming from mpd package, it's music player daemon 
(https://launchpad.net/mpd, http://musicpd.org).
Look:

Faced same bug in gtans and lincity-ng descriptions, but in my case bug
was remaining between page "re-enters" in one software-center instance.
When I restarted software-center, bug has disappeared.

Well, I've just tested now, even 6ms delay is enough (while 5ms is still
too short delay :) ) for me, but I suppose that we can't be sure if it
(or 100, 500 or even 4000) will be sufficient to every possible user. As
one of the possible solutions I see some indicator_server (in my case
QIndicatorServer) isReady() method or something like that.

Sure. Look at the mpdsoundmenu.log i attached above. As I mentioned, lines, 
marked with "<" are lines, when mpd emits org.freedesktop.DBus.Properties 
notification, it's one of the first lines of the output:
< PlaybackStatus QVariant(QString, "Playing") 

Also, with latest (0.4.9-0ubuntu1) version of indicator-sound and 0.3ubuntu5 
version of mpd-sound-menu I've noted that when I make some seconds pause after 
application start and registration as indicator, playing state is shown OK.
Is it possible, that indicator registration is made asynchronously and 
indicator-sound just aren't ready at the moment when I send notification?

I'm the developer of the application, integrating MPD into ubuntu sound menu 
(https://launchpad.net/mpd-sound-menu), but I've found strange behavior in 
sound indicator:
When I start my program, it provides MPRISv2 interface and registers in the 
indicator-sound. However indicator sound receives all track metadata, but 
doesn't shows current playing status (playing or paused). Only after I pause 
and unpause the MPD, sound indicator "catches" the current status and shows 
right icon.
Look at the file attached. Lines marked with ">" are showed when indicator 
requests the corresponding propert. Lines marked with "<" are showed when my 
application sends org.freedesktop.DBus.Properties notification about changed 
property.

The humour of the "fix" is the following: -17 kernel doesn't catch any stack 
trace so I can't collect any debug info - there're no information in logs after 
reboot.

Found another couple of things:
1. Bug is unlikely to depend on kernel version: I tested it on kernel from 
2.6.34 to 2.6.36 (from mainline kernel-ppa), and it is reproduced on any kernel.
2. There are situations when system boot process is different from the normal 
one (e.g. when I install some daemon and ureadahead is reprofiled during the 
next boot). Sometimes in such situations Alt+FX hotkeys work well instantly 
after the boot, no need to log in and log out. It makes me think, that there is 
something wrong in boot order - may be something starts or stops too early or 
too lately.
So I've made two bootcharts. First one is made during the boot immediately 
after bootchart installation (this is the "good" boot, when everything works 
OK). And the second one is done after the next one boot (this is the "broken" 
one, when hotkeys are broken).
I hope, it'll help somehow.

It came to light, that problem still remains, so I attached a number of files 
from troubleshooting wiki you pointed.
1) Gnome-settings-daemon, gnome-power-manager and any keybindings make no sense 
at all.
2) The keys like Alt+F1 work well in X (as I said in the bug description), but 
are also somehow passed to "underlying" console (we remember, that exactly 
Alt+FX is used to switch ttys in console, instead of Ctrl+Alt+FX in X-server), 
so I suppose, any X programs don't have responsibility for this problem. The 
root of the problem, I suppose, should be found somewhere in gdm or plymouth, 
or something like this.
3) I've also found that problem disappears when I logout from the session. In 
fact, Alt+FX combination works well even in gdm after system startup, but when 
I logon and logout (AFAIK, X-server is restarted after that), everything is OK, 
both in gdm and in new user session. I think it confirms my suggestion in 2).

Problem started: one day between 14 and 16 of August.

The problem:
Some hotkeys have changed their behaviour. When I press Alt+F2 there is two 
events take place:
1) Screen starts displaying tty2;
2) Next I press Alt+F7 to switch to the X-screen, X-screen appears and "run 
program" dialog is displayed.

The same is true for other F-keys. Also Alt+← and Alt+→ hotkeys are
switching screen to the neighbour tty's.

The problem has started somewhere after 2.6.35-6 kernel (don't exactly 
remember, which version was the first with the bug). Sometimes, not each time 
but often, system freezes while resume from suspend. In some cases I even have 
time to enter my password and unlock the session, but in most cases, it can 
only display the screensaver and then freezes.
