Dan Chen just pointed me to Debian's equivalent of needs-packaging and it appears that back when this software was being developed, it only half-worked and would break software (like Evolution) if schemas weren't setup for every single key. Since development ceased two years ago and unmaintained software is an undesirable thing to pull into a distro (makes quite a bit of extra work to try to both work on the distro and be upstream), I'm marking this won't fix.
