13.04 is end of life and no longer supported. I got the same problem here. I have a laptop which pre-installed Win8. I disabled Secure Boot and partitioned the disk myself. Installing Kubuntu 12.10 from live USB was okay (though I still need to run boot-repair after installing, but at least there was no problem during the installation). However when installing Kubuntu 13.04 I got the same problem. It showed a dialog saying grub-efi package failed to install in /target/, then ubiquity told me it crashed. After crashing if I ran boot-repair, it would be possible to boot, but all the splash screen or plymouth screen would disappear. Updating to kernel 3.8.0-28 (download deb file from proposed repository) would solve this problem. However I still couldn't understand why ubuntu 13.04 wouldn't have this problem.
