I'm having the same or very similar problem. When I turn Bluetooth off I am not able to turn it on again. It just pops back to off. The only way for me to get it enabled again is first run: sudo rfkill list all, find the bluetooth device: 2: tpacpi_bluetooth_sw: Bluetooth Soft blocked: yes Hard blocked: no I then run sudo rfkill unblock 2 and I can turn on Bluetooth again. I do not understand why the it's being "soft blocked". In addition to comment #6, I also had to run the command "sudo service bluetooth restart". Just activate it with "hciconfig hci0 up" and try to connect the bluetooth device again. I got this problem. But I have to do it each time I restart Ubuntu, the interface start always "down". I've upgraded to 13.10 from 13.04 and I had some devices saved for my bluetooth but I can't connect them now. Funny thing is happening. Since I searched and paired the bluetooth mouse that I have I can connect to the speakers too now. But I have another account on this machine and if I switch to the other account without me logging out first then the laptop will connect to the speakers but the option in "Sound Settings" for choosing bluetooth speakers won't appear. It will only work on the first account. I can also confirm that the bluetooth can search for new devices and as soon as it is paired with some device (I tried with a mouse) then "hcitool dev" gives Devices: hci074:2F:68:69:BD:AD which prior to the pairing was empty. I just tried connecting with the phone and now this is interesting. In "System Settings > Bluetooth" I can see my phone but when I select it, the connection button is grayed out.
