Thanks for that. It clears up several issues. So the answer isn't that it won't show up on 14.04 eventually, the answer is that the key part needed, mate-session-manager, will need to be added to the repos before anyone can install mate natively in 14.04 without special repositories. You're welcome. Not only mate-session-manager is missing. Out of those packages, the only ones I had not installed were mate- desktop-dbg mate-dialogs-dbg mate-notification-daemon-dbg mate-polkit mate-polkit-common. That is incorrect. As of Ubuntu 14.04, Mate is in the repos and is supposed to be installable. Your own listed website shows these files are for trusty, can you please point me to the particular message that says It won't be on 14.04, because everything I have read, including the websites you listed still point to it's release for trusty. You statement does not match anything (that i have seen) on either of the websites you have listed.
