Fair enough, fusion-icon is not part of the ubuntu repositories.

Forgot to add..

Compiz-gnome was installed.  Emerald not which was installed and used
when running Feisty.  In Feisty the trevino repository was used.  I'll
try completely removing compiz and reinstalling again to see if that
helps.  On Feisty I've also had occasions where fusion-icon failed but
it did leave me with borders again.

'compiz --replace &' returns back with borders as normal
it is 'fusion-icon &' that comes back without borders.  The output shown is 
first of fusion-icon and then compiz --replace

Windowmanager waarschuwing: "" in de configuratiedatabase is geen geldige 
waarde voor toetsbinding "toggle_shaded"

After this, it all returns back to metacity with borders.

Compiz _does_ launch metacity if it cannot be started. It sounds like
you don't have a decorator installed. Make sure one of compiz-gnome,
compiz-kde, or emerald is installed. As please attach the output from
'compiz --replace'
