On an Ubuntu 18.10 system I installed all available updates with update- manager and then ran 'do-release-upgrade -d' and was told I needed to install even more updates (gnome-software) before I could upgrade. I installed ubuntu-release-upgrader-gtk from -proposed and tried the process again w/o -proposed enabled. I was affected by the bug, found this bug report, followed the instructions to activate -proposed and used "sudo apt-get install ubuntu-release-upgrader-gtk/bionic-proposed" to update the python3-distupgrade, ubuntu-release-upgrader-core and ubuntu-release- upgrader-gtk packages, deactivated -proposed, tried updating, and the whole update process worked fine, but I got some Apport window that opened and complained about some bug just after clicking on the Update button, the one that previously didn't work. I've put an updated version of ubuntu-release-upgrader in my PPA which should resolve the issue.
