Following up on my last comment, this isn't a bug in the sense that we didn't intend to include OpenVPN support by default. It's also not a bug that to get support you have to install the network-manager-openvpn package. I added the package network-manager-openvpn and now using the ConnectionManager I can find the option to load a configuration from file. The issue now is that it does not allow me to save the entry. I'm sorry for the confusion. This is not an LXQt issue. They technically don't have a particular network manager to recommend. They do have an applet for conman which is the default recommendation in Debian. We have a platform expectation in Ubuntu to use NetworkManager, so we use nm- tray. Unfortunately, it's a little bit bare bones, so we supplement it with nm-connection-editor, which by default has no VPN capability. However, you can easily add it by installing the network-manager-pptp- gnome package. I'm getting confused. Is this a lubuntu issue or a lxqt issue? In this case, the cold, hard truth is that "we" in this case is Lubuntu and not LXQt (that's why the package is called *lubuntu*-meta) so "we" *do* like our current solutions.
