I also experience this.  The Screen Resolution applet does nada.  It
also reports incorrect info.

The issue where gnome-settings-daemon was not working is solved by bug 198951.
For the issue where upgraders must restart before Apply becomes functional, I 
suspect this is now being prompted for in general, and is a transitory issue in 
any case.

For the requirement of xrandr 1.2 rather than xrandr 1.0 or 1.1, we were
able to resolve bug 198951 without putting in that xrandr version check,
so presumably it should still be usable with nvidia or other non-
xrandr-1.2 drivers, but please test and re-open if not.

  Before I upgraded to the latest alpha release of hardy heron I could
  change my screen resolution to anything I wished.
  
  However, after upgrading from 7.10 (Gusy Gibbon) to the latest alpha
  release (alpha 6) for Hardy Heron, when I go to
  systempreferencesscreen resolution, the menu shows up with all the
  options. However, whenever I changed any of the options and hit
  apply..nothing happens.. the same happens when I click help. In fact the
  only button that does work is close.
