I also experience this. The Screen Resolution applet does nada. The issue where gnome-settings-daemon was not working is solved by bug 198951. For the issue where upgraders must restart before Apply becomes functional, I suspect this is now being prompted for in general, and is a transitory issue in any case. However, after upgrading from 7.10 (Gusy Gibbon) to the latest alpha release (alpha 6) for Hardy Heron, when I go to systempreferencesscreen resolution, the menu shows up with all the options. However, whenever I changed any of the options and hit apply..nothing happens.. the same happens when I click help.
