Same here using NVidia GTX1050 Ti with Kubuntu 24.04. adding nomodeset fixes the problem as does removing both splash and quiet instead as a less performance impacting change. I've recently grabbed a Kubuntu 24.04 ISO to install on my System. The first reboot from setup it reaches the desktop without any problems. On 2nd bootup it does this to me.
