This problem still exists for me. At random, after restaring KDE/system, 
sometimes kwalletmanager starts with empty window (doesnt who any wallets in it)
and when I dragdrop .kwl files to that window, then manager puts them into 
directory
/home/rafal/.kde/share/apps/kwallet
yet they are still not visible in the view on wallets, and applications to not 
see this passwords.

I wanted to illustrate above bug with record of my desktop, but,
recordmydesktop is broken too.

On ubuntu 8.04 amd64 (up to date) I just lost all my wallets, and I was
not able to re-create them;

Although, after restaring box, I was able to re-add the old wallets.

I think that happened during update of some applications in system, but
not 100% sure.

I can confirm thus up to and including kde 3.5.4 on edgy.  I was too
dumb to track it down to kwalletmanager for a very long time - self-
signed ssl certificates and passwords that I've specified should be
remembered forever are not remembered.  I just verified that starting
kded manually as described here does restore the wallet.

Until we figure out why kded is crashing (or not starting at all in many
cases), I think the bug here is that kwalletmanager fails so quietly.
If it wants to talk to kded and can't, it should say so.  I may never
have discovered the cause of the problem if I hadn't read it in this bug
report, and I'd still be living with my passwords and ssl certs not
being remembered.  Also, not only is kwalletmanager not remembering
things, it can't create new wallets.  Again it fails silently.  You
click File - New Wallet and it simply does nothing.

Had another interesting symptom of kded problems: konqueror wouldn't
start.  It seemed there was more than one kded process running at a
time; when I killed one of them all the instances of konqueror I had
tried to start all started at once.

A crash dialog came up at the same time but I'm afraid I instinctively
clicked through it, so I don't have the backtrace.

Offtopic: what about a crash log?  This would also allow reporting bugs
which occur during logout, since normally the crash dialog will be
closed like everything else.  Obviously given the size of backtraces you
would need to be aware of it, have some way to clear it, or retain only
the most recent etc.  What about something like an additional button,
remember this crash for later, set as a default which would be
implicitly activated if the dialog is closed due to logout or window
close button.

It happened to me also, I'm using latest kubuntu with KDE 3.5.3 updated from 
deb http://kubuntu.org/packages/kde-353 dapper main

Starting kded by hand resume normal kwallet behaviour, but I had to read
this page before understanding what to do.

w.r.t. the silent failure - this seemed noteworthy since in my
experience KDE is quite happy to pop up dialog boxes to tell you that
there was an error communicating with klauncher, or artsd failed to open
a sound device, or a protocol (e.g. http) handler process has died
unexpectedly.

I've also had the disappearing wallet problem.  I had it today, saw this
bug, started kded manually from a terminal, and the wallet came back.

In konqueror, it would forget all my passwords, without telling my
that there was a problem; it would also forget all the SSL certificates
which I have chosen to accept despite not knowing the certificate
authority (and refuse to remember new ones).  Apart from meaning I had
to click through two dialogs every time I went to a new page on a self-
signed site, it also prevents a particular web based login from working.

From my point of view the biggest problem was the lack of feedback about
what happened. There are always going to be bugs - but I found this
failure mode particularly bemusing and frustrating.
