I do not have a dell laptop. It also happens in my non-laptop computer,
and every machine I have (3).

I think it may have something to do with using more than one keyboard
(laptops always have one integrated), as it usually happened when I disconnected
my usb keyboard, used the machine without it, and after a boot, used
the usb keyboard again.

But that's just a guess.

if you have a dell latitude laptop, change your Xkbmodel to latitude
in xorg.conf, or use evdev instead

Yes, I'm still having it. To be honest, I've just had it 30 seconds ago.
By the way, I've checked, and every key reacts as if the Alt Gr key was
pressed: azertyuiop returns æ«€¶ŧ←↓→øþ

in xorg.conf, my keybord is declared as a pc105, which is quite
surprising as I have a laptop (I haven't counted but I doubt I have 105
keys...)

Same problem here:
I have a dell Latitude D630, on which I upgraded from gutsy to hardy. The 
keyboard mapping is the french variant of the latitude keyboard (this is set 
via system/preferences/keyboard). After every reboot or wakeup, I get something 
completely different (I haven't been able to identify the actual keymap) from 
the french keyboard, and I have to go back to System/Preferences/Keyboard, 
click on dell latitude (which is already selected), then OK, and it's back 
to normal...
