I can confirm that the bug is still present in Jaunty. Just after upgrade, if I wrote gG: ubuntu in the location bar, it would search for "gG: ubuntu", which is not the desired result. The desired result is to search for "ubuntu" only. My understanding is that Ubuntu changed the default behaviour of the text entered in the URL bar. I would not considered it as closed, because the point of the bug report is "web shortcuts are case-insensitive" and what you are pointing is that the default behaviour disables the web shortcuts.
