livingdaylight, thank you for reporting this and helping make Ubuntu better. 
Jaunty reached EOL on October 23, 2010.
Please see this document for currently supported Ubuntu releases:

We were wondering if this is still an issue in a supported release? If
so, can you try with the latest development release of Ubuntu? ISO CD
images are available from http://cdimage.ubuntu.com/releases/ .

If it remains an issue, could you run the following command in a
supported release from a Terminal (Applications->Accessories->Terminal).
It will automatically gather and attach updated debug information to
this report.

apport-collect -p linux 

Also, if you could test the latest upstream kernel available that would
be great. It will allow additional upstream developers to examine the
issue. Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Once
you've tested the upstream kernel, please remove the 'needs-upstream-
testing' tag. This can be done by clicking on the yellow pencil icon
next to the tag located at the bottom of the bug description and
deleting the 'needs-upstream-testing' text.

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

If you are unable to test the mainline kernel, for example it will not
boot, please add the tag: 'kernel-unable-to-test-upstream'.

So the bug is maybe not exactly the same. Synaptic was the trouble for
me as removing the X module disable the touchpad but a regular usb mouse
works fine with no bug.

I have the same problem (on Jaunty 9.04), and originally thought it was
like bug #228746. However, that one seems to lead to more general USB
failures, while I only encounter a random hang with USB mice (the USB
keyboard still works, but re-inserting the mouse, or another one, does
not help to resolve the problem.

My machine is a 64-bit ext3 system, so those two parameters seem to be
irrelevant (I cannot test with PS/2 mice because there is no PS/2 port).

Synaptics is the trouble. Desinstalling synaptic supports remove this bug but 
there is no touchpad support in this case...

Same bug here after upgrading Gutsy to Jaunty. The mouse clicks are
disabled and  nothing can be clicked. What it's strange is that the
scroll button continues to work: I can scroll a page in firefox but
cannot click anything. The only way to solve this is to reboot the
machine. The bug seems to appear more often when using firefox.
